 Meeting of  New Buckenham Parish Council at the Village Hall, Moat Lane, New Buckenham on Tuesday 9th July 2019 at 7.30pm

1. Apologies: To consider apologies for absence  
 
2. Minutes: To approve the Minutes of the Council Meeting held on 11th June 2019 as a correct record. 
 
3. Matters Arising: To receive reports on matters arising from those Minutes: (for update and information only) 
 
4. Declarations of Interest: To record declarations of interests not already recorded in the current Members’ Register of Interests and to consider requests for dispensation. 
 
5. Public participation: To suspend the meeting to enable public participation, including:  
 
(a) District Councillor/County Councillor Reports 

(b) Parish Councillor Reports

(c) Parishioners’ Comments & Questions 
 
6. Financial Matters:
(a) To receive a financial report from the Clerk (to follow)

(b) To approve payments for July 2019 (to follow)

(c) To note a report on budget monitoring and use of reserves (to follow)
 

7. Planning 

(a) To consider planning applications received since the last meeting (none received at date of publication)

(b) To note any planning decisions notified since the last meeting (list attached)

8. Section 106 Agreement 

A total of £480 is available to the Parish Council under a Section 106 agreement from 2013 for  the provision of children's play and outdoor sports facilities in the village. This was previously deferred as it was believed that a further sum would be made available shortly in respect of the development on the old Garage Site in Castle Hill Road. However Breckland Council have now confirmed that there is no S.106 agreement in respect of that development. The Council will now need to consider what projects that £480 could be put towards, to enable a formal application to made for the release of the funds. There is no time limit on the spending of the money.

9. Rights of Way - path at Marsh Lane

At the May meeting, Barbara Cattermole drew the Council's attention to a deadline for public paths not on the definitive rights of way map to be registered. In particular Mrs Cattermole had identified a path connecting Marsh Lane with Footpaths 4 and 6. It was agreed to discuss this further at this meeting. Mrs Cattermole has done some further research, which she has outlines in the an email (attached) . The next stage is to gather evidence of usage to enable the path to be recognised as a public right of way and included on the definitive map held by Norfolk County Council. 

 

10. Speeding/Two Wheel Tuesday

 To receive a report from Cllr Bingham on the data gathered in the recent traffic study regarding speedis of vehicles passing through the village. 

 

11. Neighbourhood Plan

To receive an update from the Neighbourhood Plan Steering Group. 

12. Community Project Fund Grant Application

(a) To consider the recommendations of the Project Fund Group relating to a grant application received from the New Buckenham Junior Football Club.

14. Projects - to receive updates where appropriate on:
