Councillors are summoned and the public and press are invited to attend a Meeting of  New Buckenham Parish Council at the Village Hall, Moat Lane, New Buckenham on
Tuesday 13th November 2018 at 7.30pm

1. Apologies: To consider accepting apologies for absence 

2. Minutes: To approve the minutes of the Council Meeting held on 9th October 2018 as a correct record

3. Matters Arising: To receive reports of matters arising from those minutes, and not covered elsewhere on the agenda: for update and information only 

4. Declarations of Interest:

To record declarations of interests not already recorded in the current Members’ Register of Interests 

5. Public Participation

To adjourn the meeting to allow public participation including:

(a) Parishioners’ Comments & Questions 

(b) District Councillor Report

(c) County Councillor Report

6. Financial Matters (Clerk):

(a) To note the Bank Reconciliation to the end of October 2018 (attached)

(b) To approve payments as per the attached list (attached)

(c) To note the Norfolk County Council budget consultation (copy letter attached)

(d) To note that precepts for 2019/20 need to be submitted to Breckland DC by 31 January 2019, and that a draft budget will be presented at the Parish Council meeting on 9 January 2019

(e) To note the need to budget for the costs of the Parish Council Election in May 2019 (copy email attached refers).

7. Community Project Fund Grants

To receive a report from the Project Fund Group regarding:

(a) An application for further grant from the New Buckenham Silver Band; and

(b)  A review of the grant scheme, and a recommendation from the group that the scheme purpose and associated document be amended as set out in the attached draft document

8. Planning (Clerk)

(a) To consider any planning applications received before the meeting (none have been received as of 8 November 2018)

(b) To note planning decisions received since the last Parish Council Meeting (none have been received as of 8th November)

(c) To consider any other planning issues or concerns brought to the attention of the Clerk or Councillors


9. Neighbourhood Plan (MM)

 To discuss any relevant issues relating to the Neighbourhood Plan

10. Highways Issues

To consider the attached email regarding parking in the market place and speeding in the village generally. 


11. Dog Control

To discuss the situation regarding control of dogs in the village

12. Amenities 
To receive updates (where available) on the following:

(a) Cemetery 

(b) Allotments:

 (i) Current vacancy - plot 11

(ii) Repairs to boundary fence

(c) Closed Churchyard 

To note that planning consent needs to be sought for any works to the Yew Tree in the Closed Churchyard discussed at the previous meeting.

(d) Play area 

(e) Cricket Pitch

(f) Grounds Maintenance - to consider further information on the costs associated with the Closed Churchyard wildife area (to follow)

13. Projects

To receive updates (where available) on the following:

(a) Parish Council Notice Board 

(b) Community Car Scheme
