1. Apologies: To consider accepting apologies for absence 

2. Minutes: To approve the Minutes of the Council Meeting held on 12th February 2019 as a correct record


3. Matters Arising: To receive reports of matters arising from those Minutes, and not covered elsewhere on the agenda: for update and information only 

4. Declarations of Interest:

To record declarations of interests not already recorded in the current Members’ Register of Interests ​

5. Public Participation

To adjourn the meeting to allow public participation including:

(a) Parishioners’ Comments & Questions 

(b) District Councillor Report

(c) County Councillor Report

(d) Parish Councillor Reports

6. Financial Matters 

(a) To receive a financial report to 28th February 2019 (attached)

(b) To approve/note payments for March 2019 (list attached)

(c) To agree changes to standing orders from April 2019 (report attached)


 7. Planning 

(a) To consider planning applications received since the last meeting (attached)

(b) To note any planning decisions notified since the last meeting 

(c) To consider options for the utilisation of the sum of £480 available to the Council under a Section 106 agreement for the provision or enhancement of recreational facilities in the village.

(d) To note that the Breckland Local Plan - Main Modifications Consultation runs to 1st April and to consider whether the Parish Council wishes to make any final representations on the modifications proposed by the Inspector.

(e)  To discuss any other planning related issues raised by Councillors

8. Neighbourhood Plan

To receive an update from the Neighbourhood Plan Steering Group

9. Inconsiderate Parking in the Village

To consider any further developments since the last meeting.

11. Parish Council Elections 2 May 2019

To note that all Parish Councillors will retire on 7th May and must be nominated to stand in the elections on 2 May 2019 if they wish to continue to serve as a Parish Councillor. The timetable for the elections is available here, and the nomination pack for candidates is available here. Nomination forms must be delivered to Breckland District Council by hand no later than 4pm on Wednesday 3rd April 2019

12. Annual Parish Meeting.

The Annual Parish Meeting is a meeting of electors in the parish, and not a Parish Council meeting. Traditionally this has been held on the evening of, and straight after the April Parish Council Meeting. Given that Parish Council elections will be held on 2nd May this year, Councillors may wish to hold the Annual Parish Meeting in May instead. It has to be held between 1st March and 1st June. The May meeting of the council will be the Annual Parish Council meeting, at which the Chair and Vice Chair will be elected for the municipal year.
